How to Download the Rules that are shared in Rules Exchange? Any idea?

You download them inside the "Privilege Authority" product on one of the "Community" screens. The most straight forward way is to just select the "All Rules" item from the "Community" menu on the left pane of the console.

Once the list comes up, just highlight the rule you want and press the "Import" button. It will then have you select the GPO that the rule should be downloaded into.
